The objective of this call for proposals is to enable and support community-based organisations engaged in the conservation of biodiversity to carry out sustainable conservation measures in protected and conserved areas to protect the species, habitats and improve the livelihoods of the people who depend on them.

Only partnerships between a non-governmental organisation and a community-based organisation are eligible for this call for proposals.

Key information:

TYPE OF CALL: Please note that this is a Medium Grant call, with a two-step application process. All applicants are invited to submit a Concept Application, and only selected applicants will then be invited to submit a Full Proposal at a later stage.

DEADLINE: The deadline to submit concept note applications to this call for proposals is 03 June 2022 at 23.59 UTC+1. It is aimed that the final decision on awarding the grant will be taken within 6 weeks of the receipt of proposals. While this call is published on 28 February 2022, applicants can submit their applications via the BIOPAMA action component portal only between 14 and 27 March 2022. The deadline for submission of the full proposal is on 27 May 2022.

Applicants are strongly encouraged to submit their proposal a few hours before the call deadline to anticipate any potential technical issues.

SIZE OF THE GRANTS: Grant size can vary from a minimum of 100,000 EUR to a maximum of 200,000 EUR. No co-funding is necessary from the applicant.

DURATION OF THE GRANT: The minimum duration of the project should be 12 months, and the maximum duration of the project should not exceed 24 months. Projects must end on, or before 30 September 2024. No extension of the grant agreements will be possible beyond 30 September 2024.

LOCATION OF THE ACTIVITIES: This call for proposal is opened for countries located in Eastern and Southern Africa only. These are: Angola, Botswana, Comoros, Djibouti, Eritrea, Eswatini, Ethiopia, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia Rwanda, Seychelles, Somalia, South Africa[1], South Sudan[2], Sudan, Tanzania, Uganda, Zambia, Zimbabwe

[1] Note: While natural and legal persons established in South Africa are eligible to participate in procedures financed by the 10th and 11th EDF, South Africa cannot be a beneficiary of contracts financed by the 10th and 11th EDF.

[2] Note: Only project proposals including transboundary activities are eligible for supporting stakeholders in South Sudan.

ELIGIBILITY OF ACTIVITIES:

To be eligible, activities must:

  • be located in one or several priority areas of Eastern and Southern African countries, that is: protected and/ or conserved area/s, including key biodiversity area/s, key landscape/s for conservation (where identified).
  • address clearly formulated priorities identified through the use of a quantitative diagnostic tool (i.e. a protected area management or governance assessment – PAME/PAGE) in terms of protected and conserved areas management and governance, sustainable use of natural resources and livelihoods of surrounding local communities. Note that any application not supported by a quantitative diagnostic tool will be automatically rejected.
  • be consistent with the BIOPAMA action component objectives (see section 1.2)
  • implement concrete conservation activities on the ground and achieve tangible results measured through clearly identified indicators
  • comply with the IUCN Environmental and social management system (ESMS)
  • enable sharing of project data and information with the relevant BIOPAMA regional observatory, as relevant. This will be included in the grant contract.

Examples of eligible activities include:

  • Protected and/or conserved area planning and management activities
  • Activities aimed at strengthening the governance and equitable management models in place
  • Law enforcement activities, including wildlife trafficking controls
  • Activities aimed at strengthening the institutional and legal framework/s in place
  • Activities focusing on threat mitigation in priority areas, including measures to combat illegal wildlife trade at community level
  • Activities focusing on climate change mitigation, resilience and adaptation strategies in priority areas
  • Activities aiming at improving sustainable livelihoods of local communities, vulnerable peoples and indigenous communities living in priority areas.
